It's one of the many free extensions available for the newest versions of the incredibly lovely and talented Firefox browser. What's more, it actually uses the XUL (XML User interface markup Language, or some such), developed by the non-profit Mozilla organization - which is why NewsFox looks like a standalone app. I just started using it a few days ago, and the only thing that surprised me at first is its complete lack of any default subscribed-to web feeds. It's sparse interface may be intimidating to webfeed newbies, but give it a chance, and it just might replace your current feed reader(s). I like it because of its sparseness because I don't have to go deleting all the feeds I don't want. Details: NewsFox 0.3.5 works on Firefox versions 1.0-1.5.
